1. National Agency for Food and Drug Administration and Control (NAFDAC)

Product Registration/Market Authorization (MA): The COA is a mandatory document for the registration dossier (e.g., the Quality Module in the CTD format for drugs).
Sample Submission: Once an Import Permit for samples is issued (after satisfactory document vetting), the exporter must submit product samples to NAFDAC's laboratory, accompanied by a Comprehensive Certificate of Analysis (COA). This COA provides the specification against which NAFDAC's lab conducts its own analysis.
Required COA Details: The COA must be on the quality control laboratory's letterhead and clearly state:
The brand name and batch number of the product.
The manufacturing and expiry dates (must match the label).
The name, designation, and signature of the analyst who tested/evaluated the samples.
Import/Clearance Permit: For certain items, like Active Pharmaceutical Ingredients (APIs) and Industrial/Agro Chemicals, NAFDAC requires the COA for the issuance of the Import Permit and the Permit for Clearance from the port.
2. Standards Organisation of Nigeria (SON) – SONCAP
The Standards Organisation of Nigeria Conformity Assessment Programme (SONCAP) is a mandatory program regulating most other imported industrial and consumer goods (excluding Food, Drugs, and certain chemicals/medical products handled by NAFDAC).
Certificate of Conformity (CoC) / SONCAP Certificate (SC): A mandatory SONCAP Certificate (SC), also known as the CoC, is required for customs clearance of regulated products. This certificate is issued by a SON-approved International Accredited Firm (IAF) like Intertek or SGS.
Role of the COA/Test Report: The SONCAP process requires a two-step certification:
Product Certificate (PC): Requires a qualified test report (COA) issued by an ISO 17025-accredited laboratory to verify conformity with Nigerian Industrial Standards (NIS) or approved international standards.
Shipment Certificate (SC): Requires the PC and, under Route B and C, a Test Report (COA) issued by an accredited laboratory for every shipment to confirm batch compliance.
